Carla DeFraine - Vice President (term thru 2025)
Dr. Carla DeFraine is a licensed psychologist in private practice. She has lived in, and loved, Foothill Ranch for 23 years. Carla and her husband moved here with their two year old son in 1998, and found Foothill Ranch to be the perfect place to raise children. She has taught many small kids who came for play dates how to ride a bicycle, because the slope on Calle Cabrillo is perfect for bike teaching. She hopes to teach many more.
Carla joined the HOA because she had experienced firsthand, thanks to Mother Nature, how infrastructure problems can affect a homeowner and a community. She is dedicated to both protecting and beautifying Foothill Ranch, and currently serves on the landscape and pool renovation committees. Additionally, Carla has worked closely with the Orange County Fire Authority in order to ensure that Foothill Ranch sets the standard for fire safety.
Dr. DeFraine has served as President of the Orange County Psychological Association, and for many years was the Ethics Chair for that organization. She did her undergraduate and Master’s training at Harvard University, her doctorate at Vanderbilt, and her clinical internship at Emory School of Medicine. Along with her clinical practice, she is a singer/songwriter, and has an album of songs for children.
Laura Leach - Member at Large (term thru 2026)
Originally from the East Coast, Laura and her husband moved to Foothill Ranch over seven years ago after falling in love with the area while attending a local Christmas party. Laura and her family were drawn to Foothill Ranch because of the great balance of green space and amenities, and the outdoor lifestyle and community enjoyed by those living in the area. However, upon moving to the area, it became clear that the true charm of Foothill Ranch is in it's small-town feel and tight knit community.
Shortly after moving to Foothill Ranch, Laura joined the Architectural Committee in order to become more involved in the community. She has continued that path, recently joining the Board of Directors. As an in-house attorney with a local real estate company by profession, Laura has extensive experience with land use, homeowners associations and general real estate matters. Laura is excited to use this knowledge, as well as her experience with vendor management, contracts and general compliance, to the benefit of the community.
Through her involvement with the Board, Laura hopes to encourage other families and individuals to become more active in the community and hopes to continue to foster relationships with and among other existing and potential residents in the area through community involvement and events.
Dan Grantham - Secretary (term thru 2027)
Originally from the South Bay, Dan and His wife moved to Foothill Ranch in 1993. They had visited a relative who recently moved in and immediately fell in love with the community under construction. They put a down payment on their home not built yet the very same day. They knew this was going to be a great place to start a family.
Dan brings to the community 32 years’ experience with information Technology and Project Management in the Energy industry.
Dan is active in the community and participates in events and meetings with the city of Lake Forest. He communicates frequently with city staff on needs of the community.
Dan's goal on the board is to be transparent with association business and fiduciary responsibility. Communication is key to any community success, and Dan takes that as a priority.
As the community is aging, Dan believes that increased attention needs to be focused on infrastructure and maintenance. There are many items that are at end of or beyond useful life and need enhanced attention.
Ryan Johanson - Treasurer (term thru 2026)
Ryan Johanson was appointed to the Board July 2025 and filled the vacant treasurer position. Ryan has an undergraduate degree in Economics from Reed College and a Master of Science in Economics from the University of Oregon. Ryan has lived in Foothill Ranch for eleven years but has been very familiar with the area having followed a couple of his older brothers to south Orange County from the Pacific Northwest in 1983. For Ryan, Foothill Ranch is a perfect location. In addition to being near his extended family, it provides outdoor activities from Whiting Ranch to ocean beaches, museums and cultural activities, sporting events and excellent transportation access.
Ryan’s interest in serving on the Board stems from his desire to help our community continue to be the best it can be, in whatever way he can.
